SCO AGRICULTURAL EXPORT PREFERRED BASE

Building the SCO Agricultural Export Preferred Base to help enterprises embark on a collective brand road of brand recognition, economic growth, enterprise development, and farmers’ income increase.

On June 14, 2019, at the 19th Council of Heads of State of the SCO member states in Bishkek, Chinese President Xi Jinping put forward that “China is willing to establish the SCO Demonstration Base for Agricultural Technology Exchange and Training (hereinafter referred to as the “SCO Agricultural Base”) in Shaanxi Province in order to strengthen cooperation with countries and regions in the field of modern agriculture”. On October 22, 2020, the SCO Agricultural Base was officially inaugurated in Yangling. Yangling Demonstration Zone is China’s first national agricultural high-tech industrial demonstration zone with the only agricultural free trade zone and the agricultural comprehensive bonded zone the country. It carries the important mission of “comprehensively promoting international cooperation and exchanges in the agricultural field to build a modern international agricultural cooperation center along the Belt and Road Initiative”.

With the task of building the SCO Agricultural Base, taking the advantages of the national agricultural resource endowment, economic and social development foundation and future agricultural development direction of the SCO, the preferred export base in agriculture (hereinafter referred to as the “preferred export base”) is build. Its establishment is based on the advantages of agricultural resources of Shaanxi Province and even the whole country and the current situation of agricultural import and export trade. And the main function of the preferred export base is to promote the development of agriculture-related international trade in Yangling Free Trade Zone and the building of Yangling Comprehensive Free Trade Zone. The export base not only promotes agricultural trade and production capacity cooperation between China and the SCO countries, expanding the international influence of the SCO Agricultural Base, but also leads to a road of collective brands for agricultural products of geographical indication in China with a strong brand, economic growth, enterprise development and farmers’ income increase.

Investment Promotion and Cooperation

The construction of preferred export bases adheres to the principle of combining government guidance with market promotion. Within 3 years, no less than 35 preferred export bases, including apples, kiwi fruit, pepper, tea, millet, and edible fungi will be built in Shaanxi Province, and they will be built into the Shaanxi agricultural product export demonstration bases. No less than 300 preferred export bases nationwide will strive to be built by 2025, as an industrial incubator for China’s agricultural products to “go global”.

Cooperate with county governments to jointly create the preferred export base system for SCO Agricultural Base

The “Identification Criteria for Preferred Export Bases of SCO Agricultural Base” is going to be developed. The preferred export bases will sign strategic cooperation agreements with Shaanxi Province and even county governments nationwide to jointly build the SCO preferred export bases. And it will also sign specific export business cooperation agreements with county level export enterprises. Through the model of “government guidance plus market promotion”, a system of optimizing export bases for SCO agricultural bases can be established, in order to carry out the standardized production training business for import and export trade based on counties, guide and standardize county level import and export economic business, improving import and export trade capabilities.

Building an offline exhibition and experience center for SCO Preferred Export Base

There will be a large comprehensive exhibition and experience center in Yangling Comprehensive Bonded Zone, Shaanxi Province, covering an area of no less than 300 square meters. With services like integrating exhibition, sales, and export certification, it provides export enterprises with various services such as product display, resource matching, transaction negotiation, export certification, customs declaration and inspection agency, helping enterprises’ products “go global”. China Shaanxi Commodity Exhibition and Trading Center of SCO Agricultural Base is to be built in Tashkent, the capital of Uzbekistan, which covers a total area of 2000 square meters. It will promote the export of agricultural products in our province and explore the international market in Central Asia.

Improve the comprehensive foreign trade service platform of SCO Preferred Export Base

There will be an online comprehensive service platform for foreign trade that integrates the SCO Preferred Export Base propaganda, online product sales, export process display, export country introduction, and extend export services to clients online.

Introduction of online and offline fusion inspection and testing experimental platform for SCO Preferred Export Base

Relying on the functions of the Inspection and Quarantine Center of Yangling Comprehensive Bonded Zone in Shaanxi Province, the introduction of EAC and other international inspection, and testing services to domestic export inspection and quarantine services, the online inspection and quarantine platform for export products from the SCO Preferred Export Base is established. It can provide “online plus offline” integration services, as well as comprehensive testing and certification for base’s export products.
