Yangling Comprehensive Bonded Zone,Shaanxi Province,officially established on January 27,2021 with the approval of the State Council,is the only comprehensive bonded zone with agricultural characteristics in China,located in the Yangling Area of China(Shaanxi)Pilot Free Trade Zone,east to Yangling Avenue,south to Xi’an-Baoji High-speed Railway,west to Gaoyan Road,and north to Xi’an-Baoji Expressway.The total site area of the project is 880,000 square meters,with a total construction area of about 670,000 square meters and a total investment of about 4 billion yuan,including bonded processing plants,bonded warehousing,bonded R&D buildings,office buildings,star hotels,supporting commercial buildings along the street,training and sports centers,corporate staff apartments and bonded exhibition centers.
With“four parks,one center and three platforms”as the industrial layout,Yangling Comprehensive Bonded Zone has built a germplasm resources bonded R&D park,a high-end food processing park,a biomedical and plant extract industrial park,a cross-border e-commerce industrial park,a display and trading center for agricultural equipment and agricultural production materials,a trade platform for agricultural products with national characteristics,a supply chain platform for entry and exit of special items,an inspection and quarantine and biosecurity risk assessment platform.After the completion of the project,it can carry out bonded research and development,plant tissue culture and cross-border circulation of seedlings,financial leasing of large-scale agricultural machinery and equipment,research on agricultural product testing and certification and mutual recognition system of international testing standards for agricultural products,cross-border e-commerce,bonded isolation of high-end seedlings and flowers,bonded exhibition and display,commodity display,international procurement,distribution and distribution,research and development,processing,manufacturing,international transit,port operations,international entrepot trade,other businesses approved by customs,storage of imported goods and other goods that have not completed customs formalities.
In the future,Yangling Comprehensive Bonded Zone will seamlessly connect with the SCO Demonstration Base for Agricultural Technology Exchange and Training,better fulfill the national mission of“comprehensively promoting international cooperation and exchanges in the agricultural field,building a‘Belt and Road’modern agricultural international cooperation center,and promoting the construction of the SCO Demonstration Base for Agricultural Technology Exchange and Training”,and provide strong support for the high-quality development of the Yangling Agricultural High-tech Industrial Demonstration Zone under the new development pattern.
