The Yangling Demonstration Zone implements the leadership and management system of “co-construction by the province and the ministry, and the province is the mainstay”. It is jointly constructed by 22 ministries and commissions including the Ministry of Science and Technology and the Shaanxi Provincial Government. The provincial and ministerial joint construction meeting has researched and solved a large number of major problems, which has strongly promoted the construction and development of the Yangling Demonstration Zone. The Shaanxi provincial government has also set up a leading group for co-construction within the province composed of 34 departments and bureaus.
