Building the first Comprehensive Bonded Zone with agricultural characteristics in China
Yangling Comprehensive Bonded Zone, Shaanxi Province was officially established with the approval of the State Council on January 27, 2021. It is the first comprehensive bonded zone with agricultural characteristics in China. It is located in Yangling Free Trade Zone, east to Yangling Avenue, south to Xibao High-speed Railway, west to Gaoyan Road, and north to Xibao Expressway. The planned area of the project is 0.88 square kilometers, and the total construction area is about 594,000 square meters, with total investment of about 4 billion yuan. There are bonded processing plants, bonded warehouses, bonded research and development buildings, office buildings, star hotels, supporting commercial buildings along the street, a life service center, an enterprise staff apartment, and bonded exhibition center, etc.

Overview
Yangling Comprehensive Bonded Zone takes “four parks, one center, and three platforms” as its industrial layout. In the future, Yangling Comprehensive Bonded Zone will seamlessly connect with the Shanghai Cooperation Organization Agricultural Technology Exchange and Training Demonstration Base to better fulfill the mission to “comprehensively promote international cooperation in the agricultural field, build a “Belt and Road Initiative” modern agricultural international cooperation center and advance the construction of the SCO agricultural technology exchange and training demonstration base”. Under the new development pattern, it will provide strong support for the high-quality development of the Yangling Demonstration Zone.

The items subject to inspection that are re-exported through the Comprehensive Bonded Zone are stored in the zone for a short time, and the original packaging is re-exported and the packaging is in good sealing condition, without damage or leakage, and only the outer packaging is subject to quarantine when entering China.

The customs implement a filing system for the import and export of goods between the Comprehensive Bonded Zone and overseas.
There are no restrictions on the variety and storage time of goods stored in the Comprehensive Bonded Zone, and the goods stored in the Baoyuan warehouse can be distributed directly or after single processing according to the instructions of the real right unit without changing the property rights; value-added tax and consumption tax are not levied in the zone, other domestic special supervision zones or overseas. Enterprises outside the zone can import a variety of commodities into the zone to obtain tax rebates, and follow customer instructions to collect and transport them for export.

Tax refund: Goods entering the comprehensive bonded zone from outside the zone are regarded as exported, and export tax refunds can be processed; enterprises in the zone use water, electricity, and gas to implement tax refund policies.
